Tsukuyomi -Moon Phase- is a shounen romance between a young vampire girl named Hazuki and a photographer named Morioka Kohei. It's also about Hazuki's quest to be free of her family. Throw in cat girls, spiritualism, and gothic loli flavored art, and you've got a good idea about the series.
Tsukuyomi -Moon Phase- is originally a manga series by manga-ka Arima Keitaro that was originally serialized in Comic Gum. It is being translated and released in English by TokoyPop. Arima's other manga include Astro Fujo-san, Eromano, Okiraku Gokuraku Nosutorazamasu, and Uripo!, none of which have been translated into English.
Tsukuyomi -Moon Phase- is also a twenty-five episode anime series made by the Shaft studio. The anime aired on late night Tokyo TV from 2004 to 2005. There is also an OAV episode, but it shares nothing with the series except the characters. The anime is available in a region 1 English release from FUNimation.
